Cinnamoyl arginine ethyl ester hydrochloride (EthylLauroylArginateHCl) was previously used in the European Union as a cosmetic preservative, except for lip products, mouth products and spray products, with a maximum concentration of 0.4% w/w. On July 12, 2016, in order to adapt to technological progress, the European Union issued Commission Regulation (EU) 2016 / 1121, amending Annex V of the cosmetics regulation (EC) no 1223 / 2009, adding that the substance is allowed to be used as a preservative in mouthwash with a concentration of less than 0.15% w / W, except for products used by children under the age of 10.

The regulation enters into force on the 20th day after its promulgation and is directly applicable to Member States.
